Not sure what to make of it really. 1 minute 10 of beats / loops / soundscapey stuff. I would be a bit sceptical that it's actually Jarvis, but the backward voice samples do sound like him.

Yes. There are many bands with the same name in streaming platform. Most of the time independant artists who have not registered their band name. 

Jarvis is probably just another artist. 

Doubt Jarvis registered the name. Different though for Jarv Is, Jarvis Cocker, or Pulp.
