According to the webpage of a festival Jarvis is going to be playing at with his band (Tomavistas 2020) his new album is out on March 2020. We all know that self-promotion is not one of Jarvis' strong points so I trust this info really
We never know. I'm guessing that in order to make it into a full length album, he has recorded a couple of "new" songs in addition to the ones we have already heard.
It's rare you hear a new outfit's whole catalogue of songs when they tour before recording their first record, so I'm sure they've held stuff back for the studio.
The spring does seem plausible for an lp release. He said at the Q awards that Serafina was due to give birth soon so she will hopefully have recovered by then. And if they're already being booked for another summer of festivals, it would be unusual not to have a record to coincide with it.
2020 will be a busy old year for the Jarv. He's got his book coming out later in the year, there will surely be a UK (and maybe European/plus further afield) tour for the Jarv Is album, more summer festivals for the group and I still wouldn't rule-out a one-off Pulp performance at Glastonbury for the 50th (maybe on the 'Legends' slot) anniversary and 25 years since their iconic performance.

Could that delay be due to Jarvis re-thinking the project and recording the songs in the studio ? It's odd that they launched one track like and then nothing.
