I've tried to isolate the vocals in the opening (the first 45 seconds of the song) using Audition, and I think it's made it a bit clearer to understand, despite the distortion.
It's unlisted on YouTube, so it isn't publicly available.
What I've managed to pick up out of it:
What d'you wanna do(?) (0:04)
'Til it's too late (0:07)
Squeezing past(?) (0:10)
And it made a return(?) (0:11)
Chinese (music?) (0:15)
I've been trying to do the same thing with 'The Day That Never Happened', so I thought I'd give it a shot with this, too.

Someone once asked about this in one of the Pulp People Newsletters:

0:15 is "ambient Chinese music", I think. I can't work out much else.
